Clackamas, Clatsop, Columbia, Coos, Douglas, Jackson, Klamath, Morrow, Baker, Polk, Multnomah, Tillamook, Umatilla, Union, Wheeler, Yamhill.

Note: Umatilla and Klamath counties are currently not open to new members.
