Public health roots; created in 1993 by a partnership of safety-net providers
Our founders: Multnomah County Health Department, Oregon Primary Care Association and Oregon Health Sciences University
Opened as a health plan in February 1994 serving 9500 members from 14 Oregon counties

An estimated 609,000 Oregonians (or 17% of the state population) are uninsured*
53% of the uninsured have incomes between 1-100% of poverty*
A family of 4 at 100% poverty has a yearly income of $18,852 and a monthly income of $1,571**
