Joe has been a fierce advocate for Portland’s Black youth and families—and other groups facing barriers to success—for more than four decades. He has served as President and CEO of Portland Opportunities Industrialization Center (POIC) for the past 17 years of his 30 years with the organization. POIC impacts the lives of more than 3,000 youth and families each year in four areas: education, employment and training, community safety, and health and wellness. In addition to CareOregon, Joe serves on several other boards and task forces in the Portland metro area. He holds a bachelor’s degree in political science and a master’s in public administration from Portland State University.
