CareOregon announces strategic vision through 2028

As Oregon's health care landscape continues to evolve, CareOregon has adopted our latest strategic plan designed to strengthen our organization's ability to serve members, support communities and navigate an increasingly complex environment. 

This strategy establishes a clear direction through 2028, providing a framework for how we are responding to changes in Medicaid funding, health policy and community needs while remaining focused on improving health and advancing health equity across Oregon.  

The plan is rooted in our organization’s long-standing mission to inspire and partner to create quality and equity in individual and community health and our vision of healthy communities for all, regardless of income or social factors.  

“Health care organizations, both payers and providers, across the country are facing uncertainty, and Oregon is no exception,” said Eric C. Hunter, President and CEO of CareOregon. “Our strategy ensures that CareOregon will remain focused on what matters most: serving our members, strengthening our communities and building a sustainable foundation for the future.” 

The three primary growth priorities in the plan include delivering Medicaid excellence within an evolving coordinated care model, expanding opportunities through efficient administrative capabilities and strengthening CareOregon's dual-eligible special needs (DSNP) Medicare plan as a core line of business.  

Focused efforts along our core principles are the key to our long-term success: fiscal stewardship, heath outcomes and network partnerships, member experience, community impact and transformation, and operational excellence and digital transformation.  

Chief Finance and Strategy Officer, Dee Cruz, emphasized that the strategy balances stability with readiness for future challenges. 

“Strong stewardship means preparing today for the challenges and opportunities of tomorrow,” Cruz said. “This strategy provides a roadmap for sustaining our mission, strengthening our financial foundation and ensuring CareOregon is positioned to continue delivering value for members, providers and communities across Oregon well into the future.” 

This strategy also reflects our belief that lasting health improvements require collaboration. Across its priorities, the plan emphasizes community partnerships, advocacy, innovation and investments that support healthier communities statewide.  

While the future remains uncertain, our commitment remains clear: building a stronger CareOregon that can continue advancing quality, equity and community health for generations to come.
