Hawk’s Eye Apartments: One Year of Supportive Housing in Oregon
- innovation
In 2024, CareOregon celebrated the opening of Hawks Eye Apartments in Seaside – a permanent supportive and workforce housing complex, developed in partnership with Columbia Pacific CCO. Today, at full capacity, Hawk’s Eye is home to 17 supportive housing residents and 38 workforce housing residents, helping meet a critical need in Northwest Oregon for stable housing.
For residents in the supportive housing units, Hawks Eye offers more than just a safe place to live. There is ongoing support that includes rides to appointments, access to food resources and weekly check-ins, provided by onsite staff from Clatsop Behavioral Healthcare. This on-site peer support helps residents regain stability, rebuild confidence and reconnect with their community.
Stable housing is a foundation for health. Oregon Health Authority data shows people who maintain stable housing for one year see a 21% increase in primary care visits, an 18% decrease in emergency department visits and a 12% reduction in overall medical spending. The inspiring stories from Hawks Eye residents highlight this impact and show what’s possible when investing in whole-person health care.

Through these stories, we explore how our support goes beyond traditional funding roles and is helping to close gaps in health care access and community services. Despite challenges within the Medicaid space, we remain committed to centering these important narratives of community strength and resilience.
