What is gender-affirming care?
Gender-affirming care is health care that helps people feel more comfortable with their gender. Some people might not feel like the gender they were assigned at birth matches who they really are. Gender-affirming care helps people make changes so they can feel more like themselves. The goal is to help people feel happy and safe in their own bodies.

What type of gender-affirming care does CareOregon cover?
CareOregon covers medically necessary care related to gender transition, as established by the Oregon Health Plan and Oregon law (ORS 414.769). This includes:

Where can I find gender-affirming care?
CareOregon works with many licensed behavioral health professionals, primary care doctors, specialists (such as endocrinologists) and surgeons who provide gender-affirming care. These providers have special training and experience working with people of all genders. Oregon law (ORS 414.769) says that care organizations must help everyone get gender-affirming treatment without long delays. If they can't offer it directly, they must help you find someone else who can.
Still, some types of care—like laser hair removal or medical tattooing—can take a long time to schedule because there aren’t enough providers yet. If you need help getting services, finding providers or want to learn more about what CareOregon offers, call Customer Service.

What are the steps to getting services?
1. Start with your primary care and mental health providers
They can help you get a gender dysphoria diagnosis, hormone therapy, surgery and other medical care. You might need a referral from them before seeing a surgeon.
You can search for providers from the lists above, or by calling Customer Service.
2. Learn about your treatment options
There are different kinds of hormones and surgeries. Surgeons may use different methods. Call the surgeon’s office to ask questions about surgery types, recovery times, considerations and risks. Also, check that any surgeon you talk to is licensed with the Oregon Health Authority to serve Medicaid patients.
Please note: If you are under 18, there may be extra steps or screenings before getting hormones or surgery.
3. Get a written gender dysphoria diagnosis if needed
For some treatments, like surgeries or electrolysis, you may need a written assessment and a letter of support from a provider who has experience with gender-affirming care. These letters are sometimes called "assessment letters" or "letters of support."
The World Professional Association for Transgender Health (WPATH) has updated guidelines called the Standards of Care for the Health of Transgender and Gender Diverse People, Version 8 (SOC8). These guidelines are used by Oregon's Health Evidence Review Commission and the Oregon Health Authority. SOC8 now says that only one letter is needed for surgery, instead of multiple letters.
Some clinics still use older rules that ask for more letters, so it’s good to ask what’s needed for your care. For more information on letters of support and assessment criteria, please reference WPATH SOC8
