Changes are coming to the Oregon Health Plan

Oct 20, 2026, 20:19 PM

Changes to Oregon Health Plan (OHP/Medicaid) coverage are coming because of new federal rules included in House Resolution 1 (HR1). HR1 is the 2025 federal budget bill, also known as the One Big Beautiful Bill Act. These rules will affect how some members qualify for and keep their health coverage.

Beginning in 2027, many OHP members will need to meet new requirements to keep their health coverage, including work or activity requirements and more frequent renewals. Members may need to provide proof to show they meet the rules or qualify for an exemption. If OHP needs additional information from members, they will send a letter explaining what they need to do next.

Members who need to provide information to keep their coverage are expected to get notices starting early January 2027. The notices will ask for a response by early March 2027. Coverage may end March 31 if the member does not respond. Some members may have to renew their coverage every six to twelve months.

How providers can help

Providers play an important role in helping patients maintain their coverage and access to care.

Please encourage patients to:

  • Verify and update contact information, including mailing address, phone number and email address at benefits.oregon.gov.
  • Open and carefully review all mail they receive from OHP.
  • Follow all instructions and submit requested information by the deadlines outlined in their notices.
  • Seek assistance if they have questions about their eligibility or renewal requirements.

Helping patients understand the importance of responding to OHP communications can reduce unnecessary coverage losses and interruptions in care.

We will continue to keep providers informed as HR1 implementation moves forward and will share new guidance, training materials and member-facing resources as they become available.
